Currently one can add custom tags in their lists, as a means to organize their items as they see fit.

These tags are private - they are not visible by other users.

Add an option to make them public. Public tags should then be visible and clickable when viewing the public lists of a user via their profile. They should also be shareable as URLs (e.g. digs.fm/homer/digs/my-custom-tag).
